APPENDIX 1 – Prohibited items in Baggage (CE 2015/1998)
1. LIST OF PROHIBITED ARTICLES – PASSENGERS AND CABIN BAGGAGE
Without prejudice to applicable safety rules, passengers are not permitted to carry the following articles into security restricted areas and on board an aircraft:
- (a) guns, firearms and other devices that discharge projectiles — devices capable, or appearing capable, of being used to cause serious injury by discharging a projectile, including:
- firearms of all types, such as pistols, revolvers, rifles, shotguns,
- toy guns, replicas and imitation firearms capable of being mistaken for real weapons,
- component parts of firearms, excluding telescopic sights,
- compressed air and CO2 guns, such as pistols, pellet guns, rifles and ball bearing guns,
- signal flare pistols and starter pistols,
- bows, cross bows and arrows,
- harpoon guns and spear guns,
- slingshots and catapults;
- (b) stunning devices — devices designed specifically to stun or immobilise, including:
- devices for shocking, such as stun guns, tasers and stun batons,
- animal stunners and animal killers,
- disabling and incapacitating chemicals, gases and sprays, such as mace, pepper sprays, capsicum sprays, tear gas, acid sprays and animal repellent sprays;
- (c) objects with a sharp point or sharp edge — objects with a sharp point or sharp edge capable of being used to cause serious injury, including:
- items designed for chopping, such as axes, hatchets and cleavers,
- ice axes and ice picks,
- razor blades,
- box cutters,
- knives with blades of more than 6 cm,
- scissors with blades of more than 6 cm as measured from the fulcrum,
- martial arts equipment with a sharp point or sharp edge,
- swords and sabres;
- (d) workmen’s tools — tools capable of being used either to cause serious injury or to threaten the safety of aircraft, including:
- crowbars,
- drills and drill bits, including cordless portable power drills,
- tools with a blade or a shaft of more than 6 cm capable of use as a weapon, such as screwdrivers and chisels,
- saws, including cordless portable power saws,
- blowtorches,
- bolt guns and nail guns;
- (e) blunt instruments — objects capable of being used to cause serious injury when used to hit, including:
- baseball and softball bats,
- clubs and batons, such as billy clubs, blackjacks and night sticks,
- martial arts equipment;
- (f) explosives and incendiary substances and devices — explosives and incendiary substances and devices capable, or appearing capable, of being used to cause serious injury or to pose a threat to the safety of aircraft, including:
- ammunition,
- blasting caps,
- detonators and fuses,
- replica or imitation explosive devices,
- mines, grenades and other explosive military stores,
- fireworks and other pyrotechnics,
- smoke-generating canisters and smoke-generating cartridges,
- dynamite, gunpowder and plastic
2. LIST OF PROHIBITED ARTICLES – CHECKED BAGGAGE
Passengers are not permitted to carry the following articles in their checked baggage:
- explosives and incendiary substances and devices — explosives and incendiary substances and devices capable of being used to cause serious injury or to pose a threat to the safety of aircraft, including:
- ammunition,
- blasting caps,
- detonators and fuses,
- mines, grenades and other explosive military stores,
- fireworks and other pyrotechnics,
- smoke-generating canisters and smoke-generating cartridges,
- dynamite, gunpowder and plastic
3. LIQUIDS, AEROSOLS AND GELS (LAGS)
- LAGs carried by passengers in cabin baggage must be in individual containers with a capacity not greater than 100 millilitres or equivalent, placed all together in only one transparent resealable plastic bag of a capacity not exceeding 1 litre, whereby the contents of the plastic bag fit comfortably and the bag is completely closed;
- Exceptions exist for :
- duty free liquids that they are packed in packed in Security Tamper-Evident Bag (STEB), inside which proof of purchase at airside at that airport on that day is displayed;
- LAGs to be used during the trip for medical purposes or a special dietary requirement, including baby food;
- Authorized LAGs in container over 100 milliliters or LAGs that cannot be carried in cabin baggage must be placed in checked
APPENDIX 2 – Prohibited and Restricted Dangerous Goods in Baggage or hold (ICAO Doc 9284 – Technical Instructions for the Safe Transport of Dangerous Goods by air
1. Dangerous Goods Forbidden in Aircraft under any Circumstance
Any article or substance which, as presented for transport, is liable to explode, dangerously react, produce a flame or dangerous evolution of heat or dangerous emission of toxic, corrosive or flammable gases or vapours under conditions normally encountered in transport must not be carried on aircraft under any circumstance. It is including any article meant to be returned to the manufacturer for safety reasons, e.g. defective lithium batteries.
2. Dangerous Goods Forbidden in Aircraft unless Exempted by overflown States
- Radioactive material;
- articles and substances (including those described as “not otherwise specified”) with a UN number, which are identified as being forbidden;
- Infected live animals;
- Liquids having a vapour inhalation toxicity which requires Packing Group I packaging;
- Substances that are offered for transport in a liquid state at temperatures equal to or exceeding 100°C, or in a solid state at temperatures equal to or exceeding 240°C;
- Any other articles or substance as specified by the appropriate national
3. Dangerous Goods Forbidden in Aircraft as Carry-On baggage, Checked baggage or on one’s person
- Baggage with installed non-removable lithium batteries exceeding 3g lithium metal or 2.7 Wh;
- Personal medical oxygen devices that utilize liquid oxygen;
- Electroshock weapons (e.g. Tasers) containing dangerous goods such as explosives, compressed gases, lithium batteries, etc;
- “strike anywhere” matches;
- Lighter fuel and lighter refills;
- Premixing burner lighter without a means of protection against unintentional activation;
- Battery-powered lighters powered by a lithium ion or lithium metal battery (e.g. laser plasma lighters, tesla coil lighters, flux lighters, arc lighters and double arc lighters) without a safety cap or means of protection against unintentional activation;
4. Dangerous Goods Forbidden in Aircraft as Carry-On baggage or on one’s person, but authorized as Checked baggage only
- Ammunition without explosive or incendiary projectiles, securely packaged, in quantities not exceeding 5kg gross mass per person for that person’s own Allowances for more than one person must not be combined into one or more packages;
- Mobility devices (e.g. wheelchairs) powered by batteries other than lithium ion batteries provided that they are prepared for transport so as to prevent short- circuit or unintentional activation. A maximum of one spare battery may be carried per passenger.
- Mobility devices (e.g. wheelchairs) powered by Lithium ion batteries provided that the following conditions are fulfilled :
- the battery must be removed in accordance with the manufacturer’s instructions;
- the battery must not exceed 300 Wh;
- the battery terminals must be protected from short circuit (by insulating the terminals, g. by taping over exposed terminals);
- the battery must be protected from damage (e.g. by placing each battery in a protective pouch);
- the battery must be carried in the cabin;
- Thermometer, medical or clinical, which contains mercury, for personal use limited to one per person and carry in its protective
- Security-type attaché cases, cash boxes, cash bags, incorporating dangerous goods, such as lithium batteries and/or pyrotechnic material following below conditions:
- The equipment must be equipped with an effective means of preventing accidental activation;
- If the equipment contains an explosive or pyrotechnic substance or an explosive article, this article or substance must be excluded from Class 1 by the appropriate national authority of the State of Manufacture;
- If the equipment contains lithium cells or batteries, these cells or batteries must comply with the following restriction:
- For a lithium metal cell, the lithium content is not more than 1g;
- For a lithium metal battery or lithium alloy battery, the aggregate lithium content is not more than 2g;
- For lithium ion cells, the Watt-hour rating is not more than 20 Wh;
- For lithium ion batteries, the Watt-hour rating is not more than 100 Wh;
- Each cell or battery is of the type proven to meet the requirements of each test in the UN Manual of Tests and Criteria, Part III, section 38.3.
- If the equipment contains gases to expel dye or ink, only gas cartridges and receptacles, small, containing gas with a capacity not exceeding 50 mL, containing no constituents subject to these Regulations other than a Division 2.2 gas, are allowed. The release of gas must not cause extreme annoyance or discomfort to crew members so as to prevent the correct performance of assigned In case of accidental activation all hazardous effects must be confined within the equipment and must not produce extreme noise;
- Security type equipment that is defective or that has been damaged is forbidden for
5. Dangerous Goods Forbidden in Aircraft as Checked baggage, but authorized as Carry-On baggage or on one’s person
- Spare batteries, loose batteries and power banks for Portable Electronic Devices (PED) with Watt-hour rating not exceeding 100Wh or with a lithium metal content not exceeding 2 g. These batteries must be individually protected so as to prevent short circuits.
- Spare batteries, loose batteries and power banks for PED or Portable Medical Electronic Devices (PMED) with a Watt-hour rating exceeding 100 Wh but not exceeding 160 Wh or with a lithium metal content exceeding 2 g but not exceeding 8 g for PMED only, with the approval of MJC Aviation A maximum of two batteries of this type is allowed. These batteries must be individually protected so as to prevent short circuits.
- E-cigarettes or other smoking electronic devices containing Measures must be taken to prevent unintentional activation of the heating element while on board the aircraft.
6. Dangerous Goods Forbidden in Aircraft as Carry-On baggage or Checked baggage, but authorized on one’s person only
- Safety matches (one small packet) or cigarette lighter (one per person) that does not contain unabsorbed liquid fuel, other than liquefied gas;
- Radioisotopic cardiac pacemakers or other medical devices, including those powered by lithium batteries, implanted into a person or fitted externally as the result of medical treatment;
7. Other Dangerous Goods Forbidden in Aircraft and Hidden Dangerous Goods
Some dangerous goods may be defined as hidden dangerous goods as they are not easily detectable, one should pay a particular attention to the nature of any item intended to by carry on board an aircraft as it could impede the safety of the flight.
If any doubt exist regarding the allowance of an article for air transport, one should contact MJC Aviation SA for further advice.
8. Dangerous Goods allowed in Aircraft as Carry-On baggage, Checked baggage or on one’s person
- Non-radioactive medicinal articles (including aerosols), toiletry articles (including aerosols) and non-flammable non-toxic aerosols (Division 2) with no subsidiary hazard. The total net quantity per person must not exceed 2 kg or 2 L and the net quantity of each single article must not exceed 0.5 kg or 0.5 L. Release valves on aerosols must be protected by a cap or other suitable means to prevent inadvertent release of the contents. Release of gas must not cause extreme annoyance or discomfort to crew members so as to prevent the correct performance of assigned duties.
- Baggage with installed non-removable lithium batteries not exceeding 3g lithium metal or 2.7 Wh;
- Alcoholic beverages containing more than 24 per cent but not more than 70 per cent alcohol by volume within the limit of 5 liters net quantity per person and in retail packaging
